Short answer: make them always have pairs.
It's not that graphic in reality - but we added another member to any that had an odd set, then set out a memo that they have to be diverse in their postings, meaning that all major parties had to be represented equally, and rotate the chairmanship annually.
This essentially meant that they had to get along in order to pass anything at all.
None of this FCC nonsense where they could steamroll a secret set of laws into place over the protests of just about everyone else.
Right away, they had to have 3 Republicans and 3 Democrats. Or 2 Republicans, 2 Democrats, 1 Libertarian, and 1 Constitution party members.
Nice gridlock, don't you think?
